I suspect they meant: Summer vacation is over, Obama. Although I suppose it could have been a transcript of a walkie-talkie conversation. “Summer vacation is. Over.” (Obama) But I doubt it.
Muybe Obama was talking on his radio to his girlfriend, Summer? Summer, vacation is over, Obama
